The Department of Social Services under the Uganda Muslim Supreme Council – Arua Muslim District is dedicated to promoting social welfare, humanitarian support, and community empowerment in line with Islamic teachings and values. The department works to uplift vulnerable communities, strengthen social protection systems, and foster sustainable development through faith-based service and partnerships.

The department is headed by Ustaz Drate Yassin Jaffar, whose leadership continues to inspire initiatives focused on youth empowerment, peacebuilding, humanitarian response, environmental stewardship, and social justice.

Community Service in Islam

Islam encourages believers to care for the needy, support the vulnerable, and contribute positively to society.

Allah سبحانه وتعالى says in the Holy Qur’an:

وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَىٰ
“And cooperate in righteousness and piety.”
— Surah Al-Ma’idah (5:2)

The Prophet Muhammad ﷺ also said:

خَيْرُ النَّاسِ أَنْفَعُهُمْ لِلنَّاسِ
“The best of people are those who are most beneficial to others.”
— Hadith الشريف

Inspired by these teachings, the Department of Social Services continues to champion programs that improve livelihoods and strengthen communities across the region.


Duties and Responsibilities of the Secretary for Social Services

The Secretary for Social Services is responsible for coordinating and overseeing welfare and development programs under the Uganda Muslim Supreme Council. The key responsibilities include:

1. Organizational Capacity Assessment

Conducting assessments of projects and programs under UMSC to identify strengths, challenges, and opportunities for institutional growth and improvement.

2. Development of Funding Proposals

Preparing proposals and mobilizing resources to support marginalized and disadvantaged Muslim communities, particularly in education, health, youth empowerment, and humanitarian assistance.

3. Donor Relations and Strategic Partnerships

Studying donor trends and identifying opportunities where UMSC can establish partnerships and secure support for community development initiatives.

4. Organizational Development Planning

Developing and implementing organizational development plans aimed at improving effectiveness, accountability, and sustainability of projects and programs.

5. Coordination of Welfare Projects

Overseeing welfare and humanitarian projects that support orphans, widows, refugees, internally displaced persons, vulnerable families, and other disadvantaged groups.

6. Networking and Referrals

Collaborating with government institutions, NGOs, faith-based organizations, and humanitarian agencies to strengthen community support systems and referrals.

7. Registration and Monitoring of Muslim Organizations

Ensuring proper registration, coordination, and monitoring of Muslim organizations in alignment with the vision and mission of UMSC.

8. Community Development Programs

The department oversees programs related to:

  • Health and sanitation
  • Environmental protection and climate resilience
  • Agriculture and food security
  • Trade and entrepreneurship
  • Tourism and community development
  • Poverty alleviation initiatives
  • Microfinance and economic empowerment
  • Child welfare and protection
  • Elderly support programs
  • Refugee support services
  • Disability inclusion programs
  • Support for vulnerable groups

Addressing Social Challenges

The Department actively mobilizes communities against harmful practices and social challenges such as:

  • HIV/AIDS
  • Drug and substance abuse
  • Gender-Based Violence (GBV)
  • Violent extremism
  • Moral decay and social immorality

Allah سبحانه وتعالى says:

إِنَّ اللَّهَ يَأْمُرُ بِالْعَدْلِ وَالإِحْسَانِ
“Indeed, Allah commands justice and excellence.”
— Surah An-Nahl (16:90)

Through awareness campaigns, advocacy, counseling, and youth engagement, the department continues to promote peace, dignity, morality, and responsible citizenship.
